Cognizant Technology Park, Chennai, India – The park is a series of buildings spread across 13.6 acres with an interconnected design featuring covered connected corridors with a comprehensive landscaping theme.

Common amenities include a multi-level car park/cafeteria that serves the entire facility. Design concepts include minimized impervious surface areas to reduce the urban heat island effect. The project was submitted by Larsen & Toubro.

J.W. Marriott Marquis Hotel, Dubai – Brookfield Multiplex was appointed as the main contractor by Emirates Airlines for the Marriott Marquis project in 2007. The hotel features a twin tower complex with an intricate façade design using curved elements and a unique footprint that required innovative approaches and collaboration between designer and contractor. The architect on the project was the Archgroup.

The project was built on an L-shaped plot and at 355 meters breaks the Guinness world record for the tallest dedicated hotel.

Kattupalli Shipyard and Port, Chennai India – Submitted by Larsen & Toubro, the shipyard and port are a state-of-the-art combined ship building and repair facilities. The project, spread over 1200 acres, was built in 34 months despite disruptions caused by three major cyclones.

Major structures include breakwaters, container berths, production shop, ship-lifting platform and a fabrication yard.

The project represented a challenge due to complexity of structures involved, innovative design and execution methodologies, simultaneous execution of dredging and marine construction and benchmark work in village relocation.

The Shard, Central London – Standing at 310 meters, the Shard is the tallest building in Western Europe. The tower features a crystalline façade that has transformed the London skyline. The Shard is a mixed use “vertical town” accommodating more than 8,000 residents and more than 600,000 square feet of office space on 24 floors.

The structure features a 17-story hotel and spa. The structure is crowned with a steel-framed pinnacle adorned with shards of glass that reach into the sky.

The project was developed by Sellar Property, designed by the Renzo Piano Workshop and constructed by the Mace Group.

Vidin-Calfat Bridge, Bulgaria – The $360 million New Europe Bridge links Dresden, Germany, Thessaloniki, Greece and Istanbul, Turkey and is the longest bridge over the Danube at two kilometers.

Built by FCC, the bridge construction used innovative measures in longer lasting construction components, saddles for stay cables and precast segmental duct couplers. The new bridge reduces the travel time from Vidin, Bulgaria to Calafat, Romania from three hours to 10 minutes.

The bridge is part of the European Transport Corridor IV.

This cap consisted of a scaffold that was covered with material to make it look like part of the building. The top two floors were then dismantled in place, “deconstructing” the building. As work progressed, the scaffolding cap was lowered by hydraulic cylinders, allowing it to cover the next two floors for their dismantling.

Dismantling the building in this manner lowers noise pollution by 20 percent and dust by 90 percent. The average person walking by doesn’t even see the work going on in the building, merely seeing that the building grows gradually shorter over time.

In another project, the Resona Maruha building was dismantled from the ground up. The building’s 40 columns were supported by huge hydraulic jacks, as the columns were cut. The floor was then dismantled and the building lowered one floor. Work continued in this manner until the entire building was demolished.

Both of these techniques make it much easier to scavenge and recycle the materials from the demolished buildings, which Japanese law requires be sorted at the demolition site for recycling. With the ground-up style used for the Resona Muruha building, recycling is made very easy and efficient by the fact that the demolition work is being done at ground level.

While skyscrapers are designed for long life spans, Japan’s lack of space shortens their effective life. Both of these structures will be replaced by larger buildings, providing more usable floor space in the same footprint.

These same techniques may be useful in other parts of the world, even here in the United States. New York City is replete with large buildings that are reaching the end of their useful lifespan. The city has been very frugal in issuing permits for imploding buildings, forcing contractors to look at other means. Lawmakers are discussing options and trying to determine the best course to take to prevent the expected 14 billion dollar shortfall for the 2014 fiscal year. While raising gas taxes, the source of revenue for this fund, has been considered, congress and the president are reluctant to do this.
This isn’t a simple problem as it doesn’t just have one root. Amongst the various roots that have created this problem are:

  • Gas taxes haven’t been raised in the last 20 years, even with inflation. The tax is charged “per gallon” not allowing for inflation.
  • Cars are becoming more fuel efficient, causing consumers to buy less gallons of gas.
  • Higher gasoline prices are causing people to drive less, also reducing their gasoline consumption.
  • Credits for hybrids and other more efficient cars are encouraging more people to shift to these vehicles which consume less fuel.
  • The fund being used for more than its original purposes, providing funding for a host of transportation projects that aren’t part of the federal highway system.

The additional transportation related projects which are diverting funds from the original purpose of the Highway Trust Fund include local transit, environmental mitigation, ferry boats, bicycle paths, and nature trails. None of these were included under the original charter of the fund, yet they account for a sizeable percent of the fund’s total expenditures. Transit alone received 17 percent of the funds in 2010, even though it is a local issue and not a federal one.

At the same time all this is happening, our interstate highway system is in need of major maintenance, with bridges crumbling and highways becoming potholed. Even so, politicians and government bureaucrats would rather spend taxpayer money on impressive new projects, rather than maintain the existing infrastructure, allowing roads and bridges to decay.

While the problem is serious, it isn’t without a solution; even a solution that doesn’t require raising taxes. However, this would require that the government take some drastic steps to maintain and even reduce federal highway costs; something that politicians are reluctant to do.
Nevertheless, a number of practical steps have been proposed to make it possible to keep the fund from going bankrupt, while keeping congress from having to bail it out. These steps include:

  • Limiting spending to available revenues.
  • Ending cash transfers from the general fund to the HTF.
  • Phasing out programs that are locally or regionally based.
  • Limit funding to programs that improve mobility, safety, and relieve traffic congestion.
  • Force state and local governments to pay for local and regional projects, without federal assistance.

While these measures may not be popular, they are necessary to prevent the fund from falling short in 2014. Even though congress could bail out the fund once again, that would merely be a stop-gap measure, not a solution. Raising taxes would help, but America is already screaming about excessive taxes. Increasing gas taxes would not be a popular solution.
